Verified crossing is a queue for trips that are already documented. If the cargo is waiting at a warehouse in China and the trip is confirmed by documents, you get access to Smart Cargo slots at Nur Zholy and set off knowing your border crossing date.

Smart Cargo is building a market for international transport where every trip is documented and the border crossing date is known in advance.

The pilot project is carried out under Order No. 103 of the State Revenue Committee of the Ministry of Finance of Kazakhstan dated 7 July 2026

  • The queue and the lane at the checkpoint are the same. The only difference is who can take the slot.
  • Regular slots are open to everyone and are taken weeks in advance.
  • Smart Cargo slots are 15% of the checkpoint's daily throughput, allocated for priority booking by order of the State Revenue Committee. The remaining 85% stay with the general queue.

What a confirmed trip is

It is cargo that is already waiting for you at a warehouse in China and is documented as yours: there are shipping documents, the warehouse has photographed the cargo, and there is a contract between you and the shipper or the warehouse.

Approval of the application does not reserve a place in the queue. After approval the carrier books a free slot themselves. If slots for the chosen date are gone, approval gives no right to them. Check the availability calendar in advance and book as soon as you receive approval.

Booking via Smart Cargo opens to participants with a confirmed trip. The check verifies compliance with the requirements set by Order No. 103 of the State Revenue Committee and the CarGoRuqsat rules.

Broker

Warehouse in China

A Chinese business licence with a USCC code, with storage or logistics among its activities
Photos of the warehouse: grounds, interior, loading area, signage
The warehouse point marked on the map, with the geolocation of all photos matching it
A stable connection in the loading area, meeting the deadlines for confirmations and dispatch

Freight forwarder

Registration as a legal entity or sole trader and a business ID
Confirmation of contractual relations with the participants of the shipment

Post-checks

The check does not end at the border. Selectively and in full, three sources are compared: the data declared in the advance notification, the inspection images from the checkpoint and the application documents. A discrepancy is grounds for an investigation, suspension of booking access via Smart Cargo for all participants in the chain, and referral of the information to the State Revenue Committee.

Slot resale check

The platform tracks cases where one participant cancels a booking and another immediately takes it. Time coincidences, links between accounts, action history and VINs are analysed.

If such a scheme is detected, booking access via Smart Cargo is suspended for both parties

If the requirements are met, booking via Smart Cargo opens in the CarGoRuqsat system. A rejection states the reason and the list of required corrections; once the issues are fixed, the application can be resubmitted.

What you pay and to whom

Two different payment recipients.

The booking fee and the deposit are set by the CarGoRuqsat operator and are not paid to Smart Cargo.

Standard electronic queue rates, identical for regular slots and Smart Cargo slots. They are set by the queue operator and are not paid to Smart Cargo.

To the broker

Per your contract

Declaration and the transit declaration are the broker's services. Smart Cargo is not a party to that relationship, takes no part in the payments and does not influence the broker's prices.

If a broker quotes an amount "for the verified crossing" on top of the above, that is their own price, not a Smart Cargo rate. Broker offers can be compared through the public registry of participants.

Carrier

  • The booking is used only by the declared vehicle and the declared drivers
  • Transferring and reselling a booking is prohibited
  • Arrive in your slot
  • Maintain compliance with CarGoRuqsat requirements
  • Dispatch the cargo from the warehouse within 7 days of departure — otherwise booking under the application via Smart Cargo ends

Broker

  • Submit an accurate advance notification before entering the number into the application
  • If the cargo actually loaded differs from what was declared, file a correction to the notification. In that case weight, value, quantity and packaging may be changed. The HS code, the set of participants, the vehicle and the customs checkpoint may not be changed
  • Prepare the transit declaration on time
  • Be responsible for the accuracy of the data — on a repeat violation, booking access via Smart Cargo is suspended
  • Settlements with the carrier take place outside the platform; Smart Cargo takes no part in them

Warehouse in China

  • Confirm only cargo that is actually at the warehouse
  • Photos are taken strictly from within the warehouse geofence, twice — when creating the application and at loading
  • Record cargo changes honestly and immediately
  • Meet the deadlines for confirmation and dispatch

Freight forwarder

  • Be responsible for the accuracy of information about the cargo and the participants
  • Keep contractual relations up to date

How long a booking under an application is valid

A booking is granted for a specific confirmed trip. If the cargo is not dispatched from the warehouse within 7 days of departure, booking under this application via Smart Cargo ends.

Slots are allocated in booking order. A place out of turn cannot be bought — not for any money, not through connections.

FAQ

Frequently asked questions

The booking procedure is the same: the same checks, the same deposit, the same CarGoRuqsat mechanics. There are two differences: slots come from a dedicated pool available only to participants, and the cargo and documents are checked in advance — at the warehouse in China, not at the border.

No. The pool is additional to the general queue and does not reduce the number of slots for regular bookings.

Four roles: carrier, broker (customs representative), warehouse in China and freight forwarder. Fill in the form for your role in the "Application" section. The application goes through Smart Cargo moderation; the requirements are in the "Requirements" section.

The completeness and accuracy of documents, the match between the application and the notification, the validity of agreements, and photos with correct geolocation. An application to join takes up to 2 business days, a shipment application up to 15 minutes during moderation hours.

Every rejection states the reason and what to fix. Address the remarks and submit the application again — there are no unexplained rejections.

The warehouse records the change during the second photo session and the broker files a correction to the notification. Weight, value, quantity and packaging may change. The HS code, participants, vehicle and checkpoint cannot.

The HS code defines what goods are being carried. Its immutability guarantees that the goods declared at the warehouse and the goods at the border are the same. If the code changes, it is a different shipment and it must be checked again.

You may stay in China under the verified crossing for no more than 7 days from leaving Kazakhstan. The dedicated queue is for vehicles that go for confirmed cargo, not to look for cargo on the spot. Exceeding it is grounds for a block.

A captcha at booking, IP analysis, the rule of one account — one active device, and behavioural analysis. The "coordinated cancellation — instant pickup" scheme is tracked separately. Detected resale means a block for both parties.
